Matt is a Capitol Hill veteran with over 15 years of experience in the legislative trenches. From immigration and appropriations to data privacy and intellectual property reform, he knows the ins and outs of the lawmaking process and was named by Roll Call as one of “30 Aides to Know” on Capitol Hill.

As Chief of Staff, Matt directed legislative, communications, and political activities for the office of Senator Orrin G. Hatch, which was recognized as “The Most Effective” in the nation by the Center for Effective Lawmaking—a nonpartisan research organization.

In addition to managing a team of over 40 staffers, he represented the President pro tempore in weekly leadership staff meetings with the offices of the Senate Majority Leader, Majority Whip, Secretary for the Majority, Republican Conference, Republican Policy Committee, and National Republican Senatorial Committee.

Previously, Matt served as Senior Counsel on the Senate Judiciary Committee. Beyond intellectual property and technology policy issues, his legislative portfolio spanned a significant portion of the Judiciary Committee’s jurisdiction, including biotechnology, pharmaceutical (Hatch-Waxman), cybersecurity, immigration, internet governance, and privacy issues. Matt also served as Senator Hatch’s Staff Director for the Senate Republican High-Tech Task Force and as Lead Counsel for the International Creativity and Theft Prevention Caucus.
